No shade for captive wild horses as temperatures soar in Nevada, despite requests from the public and elected officials

RENO, NV (June 28, 2013)–With temperatures rising in the triple digits, Nevada photographer, Taylor James visited the national wild horse “processing” facility twice today for Protect Mustangs. She took photos and pointed her video camera over the fence. No sprinklers were seen at Palomino Valley Center (PVC). Surely there were sprinklers somewhere because the Bureau of Land Management (BLM) announced they were putting sprinklers up to appease public outcry. Why are they putting sprinklers up when the wild horses need shade?

“I witnessed wild horses at Palomino Valley who were in distress today because of the heat,” states Taylor James. “I could not see any sprinklers from my vantage point. They looked miserable without shade.”

Anne Novak, Executive Director of Protect Mustangs, has appealed directly to Secretary Jewell to intervene–to stop the suffering and create shade for the wild horses and burros at Palomino Valley Center. “What these captured wild horses need in sweltering triple digit heat is shade from the blistering sun,” says Novak.

“We have a state law that says dogs need proper shade, food and water, so why not those horses?” asks Mark Manendo, Nevada State Senator. “Why would the BLM not want to provide proper care for the horses–especially if they require adopters must prove the wild horses will have access to shade?”

Protect Mustangs is working with elected officials, advocates and concerned members of the public, to request the BLM give captive wild horses and burros shade and provide them with 24/7 onsite personnel.

Currently no one lives at the facility. No one is there daily after business hours. If there is an emergency, no one can ensure the safety of the more than 1,800 treasured wild horses and burros after normal business hours and on most weekends.

“We joined with Senator Mark Manendo on June 9th to officially request the BLM in Washington provide shade for the captured wild horses at Palomino Valley and elsewhere,” states Novak. “They have done nothing.”

“The BLM must think this sort of animal cruelty is acceptable–but it’s heinous,” adds Novak.  “How many wild horses will perish before they finally do something? Their disregard for America’s icons shows that they just don’t care.”

In the wild, native horses can migrate to more comfortable places during heat waves. In the pens they are trapped and at the mercy of those who chased them with helicopters, tore them from their families and took them from their homes on the range.

1. The 1971 Wild horse Act is superseded by the Wildlife Trust laws whose basis was the Magna Carta which can be seen in the U.S. Constitution and Bill of Rights.

2. Changes in English common law enacted in 1641, ruled that the Magna Carta had settled the question of who owns fish and wildlife.

3. Wild horses and burros are no less “wild” animals than are the grizzly bears that roam our national parks and forests (Mountain States v. Hodel)neither the states of the federal government have the right to harm Our Heritage  Wildlife as found by Supreme court 1995 Ruling Babbit v.Sweet Home.

4. The Babbit v Sweet Home case found that The term “take” means to harass, harm, pursue, hunt, shoot, wound, kill, trap, capture, or collect, or to attempt to engage in any such conduct. 16 U.S.C. § 1532(19).

5.  By a 6-3 vote, the Court upheld the statutory authority of the Secretary of the Interior to include “habitat modification and degradation” as conduct which constitutes “harm” under the ESA.

In addition to the statutory provisions described above,

6. Section 5 of the ESA authorizes the Secretary to purchase the lands on which the survival of the species depends. Accordingly, Sweet Home maintained that this Section 5 authority was “the Secretary’s only means of forestalling that grave result [i.e. possible extinction).

7.  As a result, based upon “the text, structure, and legislative history of the ESA the Supreme Court concluded that “the Secretary reasonably construed the intent of Congress when he defined ‘harm’ to include ‘significant habitat modification or degradation that actually kills or injures wildlife species.

8.  Pursuant to BLM’s 2001 Special Status Species Policy requirement that “sensitive” species be afforded, at a minimum, the same protections as candidate species for listing under the ESA. It called on BLM managers to “obtain and use the best available information deemed necessary to evaluate the status of special status species in areas affected by land use plans . . . This statement by BLM was from the May 2003 Proposed Nevada Test and Training Range Resource Management Plan and Final EIS    Comment 87, BLM Response, pg. E-25″The issue of a wild horse as an invasive species is moot since the 1971 WHBA gave wild free-roaming horses “special” status based on their heritage of assisting man settle the “West”.

Is it safe to use pesticides on an indigenous species? 

WASHINGTON (June 7, 2013)–In light of the National Academy of Sciences (NAS) report on wild horses and burros lacking data for an overpopulation claim, Protect Mustangs calls upon Secretary Jewell for an immediate halt to roundups and to return the 50,000 wild horses in government holding to the more than 30 million acres of herd management areas in the West to reduce costs quickly. The native wild horse conservation group calls on the Department of Interior to acknowledge wild horses are native, implement holistic land management and reserve design thus creating a win-win for wild horses to help the ecosystem and reverse desertification. Protect Mustangs requests that ‘survival of the fittest’ should be the only form of fertility control considered because indigenous wild horses must not become domesticated on the range. Artificial management such as pesticides and sterilizations should never be used on a native species such as Equus caballus.

“With the gluttony of roundups and removals, wild horses reproduce at a higher rate to prevent extinction,” explains Anne Novak, executive director of Protect Mustangs. “We need more studies to establish what the normal reproduction rate is and discover truths about alleged overpopulation on the more than 30 million acres of public wildlands designated for their use. Today there is no scientific proof of overpopulation to merit fertility control.”

In July 2010, Raul Grijalva (D-AZ) spearheaded a letter signed by members of Congress, requesting an investigation of the Wild Horse and Burro Program by the National Academy of Sciences. This was a direct result of public outcry and media exposure of roundup carnage. Three years later, the NAS report was released last Wednesday.

According to a press release from NAS released Wednesday, “The U.S. Bureau of Land Management’s (BLM) current practice of removing free-ranging horses from public lands promotes a high population growth rate, and maintaining them in long-term holding facilities is both economically unsustainable and incongruent with public expectations, says a new report by the National Research Council.”

“Making decisions to apply a fertility drug to wild horse herd mares would put wild horse herds in danger of a die-off if any natural or manmade disaster struck the herd management area–be it wildfire, an extreme winter, mass predation or something else,” explains Kathleen Gregg, environmental researcher. “If a majority of the mares are non-reproducing and thus zero or even just a few births, then it is easy to see that the entire herd would be in jeopardy, both genetically and physically, and would diminish their ability to survive into the future. Then we have a herd that is not safe on its own range. Wild horses must to be protected as the law states they shall be.”

“Unfortunately, the Academy quickly recommends fertility control as a better solution without considering the ‘do nothing’ or ‘placebo’ option which is an integral component of every credible field trial for pharmaceutical and other ‘treatment’ plans,” states Carl Mrozek, filmmaker of Saving Ass in America. “Had they searched for examples of herds with minimal or no culling in the past decade or so, they would have found multiple examples of herds which appear to have achieved homeostasis (equilibrium) or something approaching it, naturally, without BLM roundups or fertility treatments.”

“The NAS findings clearly state that the BLM has failed to provide accurate estimates of the nation’s population of wild horses and burros,” states Jesica Johnston, environmental scientist and biologist. “Therefore, the NAS cannot conclude that a state of over-population exists and or provide a recommendation for artificial management considerations such as ‘rigorous fertility controls’ to control populations for which the complex population dynamics are currently unknown.”

Recently fertility control, in the form of immunocontraceptives for wild horses, was erroneously passed by the EPA as “restricted use pesticides”. The EPA inaccurately named indigenous wild horses “pests” in order to pass the drug. Pesticides (PZP, GonaCon®, etc.) should never be used on native species such as E. caballus.

“PZP and other fertility control should not be used on non-viable herds either,” states Debbie Coffey, director of wild horse affairs at Wild Horse Freedom Federation.  “Most of the remaining herds of wild horses are non-viable. The NAS and any advocacy groups that are pushing PZP and other fertility control have not carefully studied all of the caveats in Dr. Gus Cothran’s genetic analysis reports along with the remaining population of each herd of wild horses.”

Equus caballus originated in North America more than 2 million years ago. Equus survived extinction through migration and E.caballus could have returned to America with the Spanish unless some had remained on the continent the entire time. Today researchers question historical records–written with Inquisition censorship–that claim the Spanish brought the first horses to America. Even so, if no horses remained when the Conquistadors arrived they would not be introducing the species but “returning” E.caballus to its native land.

“It’s time for land managers to come out of the dark ages–use native wild horses to heal the land and reverse desertification,” states Novak. “We’d like to see the BLM manage the land using wild horses as a resource in partnership with the New Energy Frontier–at virtually no cost to the taxpayer.”

In 1900 there were 2 million wild horses roaming in freedom in America. Today native wild horses are underpopulated on the range. Advocates estimate there are less than 18,000 left in the ten western states combined.

National Academy of Science Review to be released Wed

Project Title: A Review of the Bureau of Land Management (BLM) Wild Horse and Burro (WH&B) Management Program

Project Scope
At the request of the Bureau of Land Management, the National Research Council (NRC) will conduct an independent, technical evaluation of the science, methodology, and technical decision-making approaches of the WH&B Program. In evaluating the program, the study will build on findings of three prior reports prepared by the NRC in 1980, 1982, and 1991 and summarize additional, relevant research completed since the three earlier reports were prepared. Relying on information about the program provided by BLM and on field data collected by BLM and others, the analysis will address the following key scientific challenges and questions:1. Estimates of the WH&B populations:  Given available information and methods, how accurately can WH&B populations on BLM land designed for WH&B use be estimated? What are the best methods to estimate WH&B herd numbers and what is the margin of error in those methods? Are there better techniques than the BLM currently uses to estimate population numbers?  For example, could genetics or remote sensing using unmanned aircraft be used to estimate WH&B population size and distribution?

2. Population Modeling: Evaluate the strengths and limitations of models for predicting impacts on wild horse populations given various stochastic factors and management alternatives. What types of decisions are most appropriately supported using the WinEquus model? Are there additional models the BLM should consider for future uses?

3. Genetic diversity in WH&B herds:  What does information available on WH&B herds’ genetic diversity indicate about long-term herd health, from a biological and genetic perspective? Is there an optimal level of genetic diversity within a herd to manage for? What management actions can be undertaken to achieve an optimal level of genetic diversity if it is too low?

4. Annual rates of WH&B population growth: Evaluate estimates of the annual rates of increase in WH&B herds, including factors affecting the accuracy of and uncertainty related to the estimates. Is there compensatory reproduction as a result of population-size control (e.g., fertility control or removal from herd management areas)? Would WH&B populations self-limit if they were not controlled, and if so, what indicators (rangeland condition, animal condition, health, etc.) would be present at the point of self-limitation?

5. Predator impact on WH&B population growth:  Evaluate information relative to the abundance of predators and their impact on WH&B populations. Although predator management is the responsibility of the USFWS or State wildlife agencies and given the constraints in existing federal law, is there evidence that predators alone could effectively control WH&B population size on BLM land designed for WH&B use?

6. Population control:  What scientific factors should be considered when making population control decisions (roundups, fertility control, sterilization of either males or females, sex ratio adjustments to favor males and other population control measures) relative to the effectiveness of control approach, herd health, genetic diversity, social behavior, and animal well-being?

7. Fertility control: Evaluate information related to the effectiveness of fertility control methods to prevent pregnancies and reduce herd populations.

8. Managing a portion of a population as non-reproducing: What scientific and technical factors should the BLM consider when managing for WH&B herds with reproducing and non-reproducing animals (i.e., a portion of the population is a breeding population and the remainder is non-reproducing males or females)? When managing a herd with reproducing and non-reproducing animals, which options should be considered: geldings, vasectomized males, overectomized mares, or other interventions)? Is there credible evidence to indicate that geldings or vasectomized stallions in a herd would be effective in decreasing annual population growth rates, or are there other methods the BLM should consider for managing stallions in a herd that would be effective in tangibly suppressing population growth?

9. AML Establishment or Adjustment:  Evaluate the BLM’s approach to establishing or adjusting Appropriate Management Levels (AML) as described in the 4700-1 Wild Horses and Burros Management Handbook.  Based upon scientific and technical considerations, are there other approaches to establishing or adjusting AML the BLM should consider?   How might BLM improve its ability to validate AML?

10. Societal Considerations: What are some options available to BLM to address the widely divergent and conflicting perspectives about WH&B management and to consider stakeholder concerns while using the best available science to protect land and animal health?

11. Additional Research Needs: Identify research needs and opportunities related to the topics listed above. What research should be the highest priority for BLM to fill information and data gaps, reduce uncertainty, and improve decision-making and management?

The project is sponsored by the U.S. Department of Interior.

The start date of the project is June 2, 2011. A report is expected to be issued by the end of the project in approximately 24 months.

More than 40 international protests today to stop the roundups and stop horse slaughter

OAKLAND, Ca. (April 27, 2013)–Protect Mustangs™, the Bay Area-based native wild horse conservation group, is holding protests today in Oakland and Rock Springs, Wyoming to save indigenous wild horses from roundups, abuse, slaughter and pass the SAFE Act. The Oakland rally is held outside the Rockridge BART station from 3:30 to 6 p.m. The Rock Springs rally is held at 70 Gateway Blvd at 2 p.m. The group wants all the wild horses in government funded holding to be returned to the range to help reduce wildfires. More than 40 international protests, spearheaded by Nevada’s Patty Bumgarner on Facebook, are being held to save the horses. Protect Mustangs™ requests Congress stop the cruelty, the slaughter and save taxpayer dollars–especially during the Sequester.

“We are united across the country to say no to slaughter, roundups and cruel overectomies in the field,” states Anne Novak, executive director of Protect Mustangs™. “We want our wild horses to be protected. Did you know America’s wild horses are indigenous? Are you aware that CalTrans found ancient horse fossils while digging the fourth bore of the Caldecott Tunnel?”

The horse, E. caballus, originated in America over a million years ago and returned with the Conquistadors if it ever went extinct in the first place. With history written by the Inquisition, one must read between the lines. It was heresy for Old World animals, such as the horse, to have originated in the heathen Americas.

Novak points out,”Recent DNA testing proves our iconic wild horses are the same species as E. caballus–the original horse.”

Esteemed scientists Kirkpatrick, J.F., and P.M. Fazio explained the following in Wild Horses as Native North American Wildlife (Revised January 2010). The Science and Conservation Center, ZooMontana, Billings:

‘The key element in describing an animal as a native species is (1) where it originated; and (2) whether or not it co‐evolved with its habitat. Clearly, E. 6 caballus did both, here in North American. There might be arguments about ‘breeds,’ but there are no scientific grounds for arguments about ‘species.’

The non‐native, feral, and exotic designations given by agencies are not merely reflections of their failure to understand modern science but also a reflection of their desire to preserve old ways of thinking to keep alive the conflict between a species (wild horses), with no economic value anymore (by law), and the economic value of commercial livestock.’

The Bureau of Land Management (BLM) received $78 million last year to run the Wild Horse and Burro Program. Two-thirds of the expenses went towards caring for the equids in captivity. Despite the federal budget crisis, the program received a $2 million increase in funding for their 2014 fiscal budget–including $6 million for the helicopter contractor.

California’s Senator Feinstein chairs Energy and Water subcommittee as well as rules on Interior issues within the Committee on Appropriations. The Committee gives taxpayer dollars to fiscally irresponsible and cruel wild horse and burro roundups despite public outcry.

Roundups and removals are linked to mining and toxic fracking in the West. It appears native horses are being removed to fast track the extractive industry’s use of public land for private profit yet the public and the environment are hit with the costs.

Native wild horses will soon be zeroed out from Wyoming’s “checkerboard” public-private land–allegedly in preparation for the largest natural gas field in the country. The conservation group has requested a $50 million fund be created to mitigate environmental distress from fracking on the range.

“Tourists love to come to Wyoming to see our wild horses,” states Melissa Maser, outreach coordinator for Protect Mustangs™ in Wyoming and Texas. “We’d like to see native wild horses protected for future generations.”

Advocates are documenting wild horses being removed throughout the West as healthy and with fewer foals. The starving and overpopulation myths from BLM spin doctors are fabricated to sway Congress to fund roundups and removals.

“We’d like to find a win-win for wild horses in the West,” explains Novak. “Native horses will help reduce wildfires that cost insurance companies billions of dollars annually and contribute to global warming. We have requested the BLM put a freeze on roundups and return the 50,000 wild horses stockpiled in holding to public land. This will take the burden off the taxpayer and help to reduce wildfires.”

Corruption of the 1971 W.H. & B. Act of must end

john_babe_pond_sideWild Horse and Burro Act of 1971, and the corruption within, is discussed here.  Indeed a noble Congressional situation and passed unanimously at the time.  The spirit was a good-faith gesture, by Law, toward America’s Wild Horse Herds — But something happened, something terrible happened, and it involved corruption from the top down, and terms of “Acceptable Abuse” which changed everything:

Congressional findings and declaration of policy, and states clearly:

“Congress finds and declares that wild free-roaming horses and burros are living symbols of the historic and pioneer spirit of the West; that they contribute to the diversity of life forms within the Nation and enrich the lives of the American people; and that these horses and burros are fast disappearing from the American scene. It is the policy of Congress that wild free-roaming horses and burros shall be protected from capture, branding, harassment, or death; and to accomplish this they are to be considered in the area where presently found, as an integral part of the natural system of the public lands.”

The Breaking Down of the Wild Horse and Burro Act of 1971

The initial “blast” of ingenuity and a caring spirit exists in the very opening of the W.H. & B. Act of 971.  From then onward reality, the harsh mistress, enters into the realm of managing America’s Wild Horse Herds.  This actual spirit of well written “Congressional Declaration” becomes nothing more than deception.  Oddly, not by Congress, who had an honest concern toward America’s Wild Horse Herds, and correcting the blatant mistreatment of them within a protective context.  No, this comes down to the Department of the Interior, the Bureau of Land Management, and corruption combined with government dishonesty.

We have seen an absolute-reality take place, the disappearance over the years of the care and appropriate managing of America’s Wild Horse Herds.  The Reality:  Proper Management has been replaced with what is termed “Acceptable Abuse” which demonstrates beyond a doubt that the W.H.&B.P. Board of Consultants and the Bureau of Land Management are and always have been unqualified and corrupt; this is an absolute and quantitative reality directly related to their mismanagement or corrupt administration of America’s Wild Horse Herds.  The Federal court cases alone demonstrate beyond a doubt this is reality, and at heavy cost to taxpayers, yet ignored and replaced by misinformation and outright lies to the public, cloaked in some type of odd reasoning with hopes the public will accept it!  The Public has not!

The consultants on the board have a narrow margin of backgrounds.  Their history of demonstrating no knowledgeable context of proper management of horses, other than a livestock mentality, becomes quite obvious within their decisions.  This becomes significant, extremely devastating and on the road toward extinction of our wild horses, in their unqualified behavior to manage America’s Wild Horse Herds.

The absolute destruction of our Wild Horse Herds becomes more applicable, and fit to their purpose — all the while at a much higher cost to taxpayers.  The actual No-Roundup / No Abuse management paradigm, basically leaving the wild horses on America’s Public Lands with a manage-to-enhance and safe-guard them, in reality saves taxpayers $Billions of dollars!  But ignored, because in their minds it is only taxpayer money, and to hell with taxpayers!

This leads to erroneous and contemptible management by BLM; whereas, the W.H.& B. Act of 1971 becomes ignored to the point of being null and void.  This leads to another harsh reality, contentiousness rather than preservation; management driven by animosity rather than a standard set for the protection of a vulnerable specifies; and a total waste of taxpayer money, with no proper or legitimate explanation toward expenditure.  The W.H.&B. Act of 1971 simply becomes a deceptive-cloak to hide and obtain money, because in reality there exists no type of proper management or care of America’s Wild Horse Herds what so ever and in accord with the Act.

Vulnerable Species Leads to Extinction

We have learned many things over the years when it comes to extinction of our wildlife.  Apparently, these same learned attributes remain ignored by those same people, who claim to be our nation’s Stewarts of our PublicLands and America’s Wildlife.  Well documented lessons from the past, although ignored currently, still remain the key toward avoiding extinction of a species.

For example yes, there is a difference between a Wild Horse and a domesticated bred horse;  Yes, there is a difference between the many species of wolves, and the domestic dogs of the world; It is this simple to understand.

1.  Slow moving animals are no competition to man-made devises such as helicopters used in the wild horse herd roundups — i.e. no legitimate reasons are ever given to conform to the W.H. & B. Act of 1971 for legitimate roundups — the W.H. & B. Act is ignored in total;

2.  Large animals are vulnerable to over-hunting as well as to government agencies convoluted lies and misinformation, which it has been shown in history, many times, leading to species extinction of many animals;

3.  Altruism, or specifies that have come close to civilization, bonds established in regard to images or friendships, etc., have become detrimental to many species throughout history — i.e. wild horses, wolves, buffalo, Steller’s Sea Cow, the Passenger Pigeon, etc;

4.  Vulnerability due to restricted habitat has been a major cause of wild life extinction throughout history, and is well documented — a lesson here to be not only learned but placed into management paradigms, especially when managing wild horses or wolves;

5.  A related, and certainly obvious situation within this context, is the “Over-Specialization of Habitat”  — and within this discussion cattle and the lies perpetrated by government agencies such as the BLM to enhance our Public Lands with cattle, oil, energy, mining, and other corporate circumstances, etc. . . and to hell with America’s natural ecological habitats and wildlife.

With this categorical explanation, which is well documented and referenced quite well, yet ignored, remains troublesome to the majority of Americans.  The real-truth is any species that suffers from several of these factors can be quickly eliminated.

Conclusively

The fact is that ecological systems are vulnerable to many environmental situations.  Our civilization intruding upon any of these systems becomes detrimental to the over all balance of many other ecological systems.  Our civilization has a history of taking-over lands that once belonged to wildlife and vegetation, and those same elements of nature are now extinct, sadly!

Public Lands and Range Mangers do have access to wildlife that is beneficial to America’s Ecological systems.  It can be attributable to a “language of protection” toward our environment (which includes Wild Horse Herds), if they are qualified to observe these situations.  Most of them are not qualified, so good management is currently non-existent!

Listening and observing what our natural environment has to tell us is of significance, always.  A point of discussion currently that is picking up momentum within the environmental community is the fact of how we identify the difference between a technical report generated by a political agenda — compared to a technical report that positively approaches resolution toward solving a serious environmental or wildlife issue of concern.

Yes, we can use the wild horse herds to let us know of ecological viability within many ecological systems, simply by their presence and health.  Ironically, to many environmentalists, to include terrestrial and wildlife research biologists, government agencies and their consultants ignore this situation.

This is due to government employees lack of qualifications to manage our Public Lands; due to lack of ingenuity and competence to tell the truth; and, due to our present government employees lack of ethics and responsibility in safe-guarding taxpayer money.

When we have proper information, and the public needs this information to rationally confront our government presently, we have the tools to enhance and better America’s over all environment.  If we ignore any of the historical facts, then combine them with arrogant management decisions, we will lose not only wildlife but significant and life giving habitat that keeps us all alive.  Ultimately, the fact is we need better representation and the reality of more and better qualified people to manage our wildlife and environmental situations of this world.

The Wild Horse and Burro Act of 1971 exemplifies this situation to the thousandth degree, and America’s Wild Horse Herds are paying the price — government agency’s bad behavior and bad decision making — when compared to actually following the very premise of what the Act outlines — and the ever present historical value of managing not only a diverse realm of ecological systems, but our wildlife as well.

Wild Horse & Burro Advocates Demand Congressional Investigation

WASHINGTON (January 24, 2013)–Wild Horse Freedom Federation (WHFF) released evidence exposing the Bureau of Land Management’s (BLM) wild horse long-term holding contractor selling wild horses to an alleged “kill buyer”. The BLM appears to be trafficking wild horses to slaughter through holding facilites. Debbie Coffey, volunteer director of Wild Horse Affairs at WHFF, uncovered evidence of the contractor selling at least 34 federally protected wild horses. In short and long-term holding, indigenous wild horses retain their wild status and protections but it appears some are being sold to slaughter.

“This evidence shows that the BLM is not protecting our wild horses and is allowing alleged kill buyers to purchase them,” explains R.T. Fitch, volunteer president of Wild Horse Freedom Federation, “The public wants Congress to enforce the Free Roaming Wild Horse and Burro Act that they unanimously signed into law in 1971.  A Congressional Investigation needs to happen now.”

WHFF joins with Protect Mustangs to call for a freeze on roundups, access to document all holding facilities as needed as well as an immediate Congressional investigation into the BLM and their contractors allegedly selling America’s iconic wild horses into the slaughter pipeline.

“It’s time for a deep investigation–done by an entity outside the BLM–to bust these crimes against the American mustang and champion the public who were deceived by officials in charge of protecting our icons of freedom,” states Anne Novak, executive director of Protect Mustangs. “The public is outraged. Protests are being planned as a result of the evidence.”

Coffey, with the assistance of Animal’s Angels, researched and released Wednesday an in-depth article on the activities of a BLM contractor selling 34 BLM wild horses to a kill buyer, while under contract with the BLM and being paid with U.S. taxpayer dollars, to care for iconic wild mustangs on its pastures.  Evidence was obtained through South Dakota Brand Board Inspection records and Freedom of Information Act (FOIA) requests.

Information from government and public records show that Jim Reeves and Lyle Anderson own Spur Livestock. They have a contract with the BLM for a wild horse long-term holding pasture on private land within the Cheyenne River Sioux Reservation in South Dakota, as well as on Indian Trust Lands administered by the Bureau of Indian Affairs.  This U.S. taxpayer funded facility is the Whitehorse Wild Horse Long Term Holding Facility.

WHFF received records from the South Dakota Brand Board that reveal on 11/8/2008, while under contract with the BLM, “owner” Spur Livestock sold 34 horses with “BLM tattoos” to JS Farms–owned by alleged kill buyer Joe Simon.

In a telephone conversation with Jim Reeves, Coffey reports that when asked about 72 horses he bought as alleged pack animals, Reeves said “I’m told not to talk about this kind of stuff.”  He added “I can’t talk about this” and “That’s BLM business.”

When asked about all the wild horses who disappear from their short-term holding facilities after the roundups, BLM officials inform the public and the media that they will be well taken care of on “grassland pastures”.

“The BLM leads the public to believe that captured wild horses are living out their lives grazing peacefully on long-term holding pastures, and claims they do not sell wild horses to slaughter, but at least one contracted middleman did sell BLM wild horses to an alleged kill buyer and the horses very likely met a horrific fate at a slaughterhouse,” explains Coffey. “We want a freeze on roundups, immediate access to document all long-term holding facilities as needed and a Congressional investigation into all aspects of the BLM’s Wild Horse & Burro Program.”

Wild horses are a native species to America. Rounding up federally protected wild horses and burros has been documented as cruel. Warehousing them for decades is fiscally irresponsible. Clearing mustangs and burros off public land–for industrialization, fracking, grazing and the water grab–goes against the 1971 Free Roaming Wild Horse and Burro Act put in place to protect the living legends of the American West.

We request you de-fund the roundups immediatley.

There is no accurate census and the Bureau of Land Management figures do not add up. We request an independent census because we are concerned there are less than 18,000 wild horses and burros in the 10 western states combined. More roundups will wipe them out.

Kindly allow native wild horses and the burros to reverse desertification, reduce the fuel for wildfires and create biodiversity on public land–while living with their families in freedom.

Taking action to find homes for at-risk wild horses

Protect Mustangs is working with members of the public to find homes for all the wild horses who were not adopted during the recent Bureau of Land Management (BLM) internet adoption. The unadopted are at risk of being sold to pro-slaughter people like Tom Davis.

“We are reaching out to the public through Facebook and Twitter to find adopters,” explains Anne Novak, executive director of Protect Mustangs. “People across the country are expressing interest in adopting these great horses. I don’t know why the BLM isn’t marketing the adoption program better.”

BLM’s three strike program

America’s living legends receive a strike against them every time they are offered for adoption. If they are offered on the internet and not adopted they get a strike and another internet adoption gives them another strike. If they are offered for adoption at an event and don’t find their person then they get their third strike . . . It’s a cruel system. After three strikes the federally protected wild horses can be sold to anyone who signs on the dotted line that they won’t sell them to slaughter or for use as rodeo stock. The BLM doesn’t check that the buyers are complying so it’s a free for all.

“If indigenous wild horses are not adopted then they will be shipped out to the Midwest where they are at-risk of being sold by the truckloads–even the one year olds,” states Novak. “With the recent E.U. crackdown on American horse meat, riddled with toxic substances, we are concerned wild horses face an increased risk of going to slaughter because they have never been given substances such as bute.”

Good News! This horse has an adopter waiting for him at the Ridgecrest facility. Sam (#3275) is from California’s High Rock area and appears to be from cavalry stock. He is handsome and might make a nice little jumper or sport horse.

Adoption Requirements

Applicant must be 18 years of age or older.

Applicant must have access to a stall/corral that meets the following criteria:
  • Stall, corral, etc. must contain a minimum of 400 square feet per animal
  • Stall, corral, etc. that is 6′ tall on all sides with access to feed, water and adequate shelter for anything 2 years or older. The stall/corral height is 5′ for a yearling and 4.5′ for a burro. (This area is only required until animal is gentled, not for the life of the animal.)
  • Stall, corral, etc. must be made of protrusion-free materials, (EX) Wood, Pipe, Cattle Panels. Barb wire is not allowed in the area that is being used for gentling the animal.
  • Covered stock trailer. Covered stock trailer refers to: solid top, pipe rails, tarp, etc. BLM will not load into two-horse or drop-ramp trailers.
Applicant must describe their stall/corral, etc. in the application packet and submit to BLM for approval.
  • Application – Describe the area where you will keep the animal(s) during the gentling phase. (Application is located in back of brochure.)
