Does PZP result in wild herds with lower immune systems and potential for die-offs?

PZP is an immunocontraceptive and pesticide which causes an immune reaction to reject fertilization, while the females still come into estrus. Besides wrecking havoc on the immune system, injecting herds with PZP results in more fighting between males and many other behavior abnormalities.

Tule elk in Pt. Ryes National Seashore (Marin County, California) were part of a PZP (Porcine Zona Pellucida) experiment. Several years later there was a strange die-off.

Wildlife groups blamed park service management for leaving the elk fenced in during a drought–claiming that was the reason for the die-off.

Park service officials said the tule elk had water during the die-off.

It’s time to connect the dots and ask the obvious question: Did PZP lower the herds’ immune system and genetic diversity to the point of making them vulnerable to a die-off?

With suspect data regarding the long-term use of PZP on wild herds, more questions and answers are needed to prevent a similar die-off in America’s wild horses & burros.

With regards to wild horses, keep in mind what Marybeth Devlin wrote about PZP:

“PZP is a registered pesticide whose mechanism-of-action is to cause auto-immune disease. PZP tricks the immune system into producing antibodies that target and attack the ovaries. PZP’s antibodies cause the mare to suffer ovarian dystrophy, oophoritis (inflammation of the ovaries), ovarian cysts, destruction of oocytes in growing follicles, and depletion of resting follicles. Not surprisingly, estrogen levels drop markedly as the ovaries are slowly destroyed. But PZP’s adverse effects are not limited to the individual animal. As a recent study — which included the Little Book Cliffs, Colorado herd and the McCullough Peaks, Wyoming herd — found, PZP extends the birthing season to nearly year-round. Out-of-season births put the life of the foals and the mares at risk. Further, the same study disclosed that the pesticide causes a delay lasting 411.3 days (1.13 years) per each year-of-treatment before mares recover their fertility after suspension of PZP. However, some mares never recover — they are left permanently sterile, and quickly too. Indeed, yet another study found that sterility could occur in some mares from just three years of PZP injections or from just one treatment if the pesticide were given to a filly before she reached puberty. Because PZP messes with the immune system, it ironically works “best” — sterilizes faster — if the mare has a strong immune system. But, conversely, PZP may not work at all in mares whose immune function is weak or depressed. So, the pesticide discriminates against the very horses that Nature has best equipped for survival against disease while favoring and selecting for the immuno-compromised. Worse yet, tests performed via radioimmunoassay indicated that PZP antibodies are transferred from mother to young via the placenta and milk. “Forty-five adult tule elk (Cervus elaphus nannodes) in good physical condition were translocated from a population located at Point Reyes National Seashore, Marin County (California, USA), to a holding pen 6 mo prior to release in an unfenced region of the park. Because infection with Mycobacterium avium subsp. paratuberculosis (Mptb) had been reported in the source population, the translocated elk underwent extensive ante-mortem testing using three Johne’s disease assays: enzyme linked immunosorbent assay (ELISA); agar gel immunodiffusion assay (AGID), and fecal culture. Isolation of Mptb was made from fecal samples in six of 45 elk (13%). All AGID results were negative while ELISA results for 18 elk (40%) were considered elevated. Elevated ELISA results or Mptb isolation from fecal samples were obtained for 22 of 45 elk (49%); these elk were euthanized and necropsied. Mycobacterium avium subsp. paratuberculosis was isolated from tissue in 10 of 22 euthanized elk (45%); of these 10 cases of confirmed infection, eight had elevated ELISA results (80%) and four were fecal culture positive (40%). One of 10 cases had histopathologic lesions consistent with Mptb infection. Mycobacterium avium subsp. paratuberculosis was also isolated from tissue from one of eight fetuses sampled. The number of tule elk found to be infected was unexpected, both because of the continued overall health of the source herd and the normal clinical status of all study animals.”

After several weeks, a booster shot will be remotely administered, from ranges of 30 to 150 feet, by means of self-injecting darts. The darts are brightly colored and easily retrieved. The potential for the application of porcine zona pellucida (PZP) immunocontraception in wildlife population management has been tested over a 15 year period and promises to provide a useful wildlife management tool. These studies have provided evidence indicating that the use of PZP immunocontraception in wildlife: (i) is effective at both the physiological and population level (Liu et al., 1989; Kirkpatrick et al., 1996; Turner et al., this supplement); (ii) is deliverable by remote means (Kirkpatrick et al., 1990; Shideler, 2000); (iii) is safe in pregnant animals (Kirkpatrick and Turner, this supplement); (iv) is reversible (Kirkpatrick et al., 1991; Kirkpatrick and Turner, this supplement); (v) results in no long-term debilitating health problems (Kirkpatrick et al., 1995; Turner and Kirkpatrick, this supplement); (vi) has no implications for passage through the food chain (Harlow and Lane, 1988); and (vii) is reasonably inexpensive (J. F. Kirkpatrick, personal communication). The Bureau of Land Management (BLM) wants to use American tax dollars in several cruel experiments to develop methods of wild horse and burro population control–despite the fact that there is no overpopulation of wild horses or burros. The BLM anticipates the total cost of the experiments to be $11 million over 5 years.The research is being conducted by university scientists as well as scientists from the U.S. Geological Survey.

In its 2013 report to the BLM, the National Academy of Sciences (NAS) found that no highly effective, easily delivered and affordable fertility-control methods were currently available for use on wild horses and burros. The most promising birth control, PZP, made from slaughterhouse pig ovaries, is limited in the duration of its effectiveness (1-2 years). At the same time, after multiple applications or if applied to young fillies it permanently sterilizes native wild horses.

The BLM released a solicitation for experimentation to develop new or improve existing population growth suppression methods for wild horses. (http://www.blm.gov/wo/st/en/info/newsroom/2015/july/nr_07_07_2015.html)  The following seven research projects were reviewed and recommended by an NAS panel of experts and are consistent with recommendations made to the BLM by its Wild Horse and Burro Advisory Board who is biased against wild horses and prefers livestock use public land for cheap grazing.

1. Evaluation of minimally invasive methods of contraception in wild horse and burro mares: tubal ligation and hysteroscopically-guided oviduct papilla laser ablation. This was pushed by pro-slaughter advocates who want the horses free of fertility control drugs so they can go to slaughter eventually.

Summary: A one-year experiment that will aim to develop a minimally invasive surgical sterilization method for wild horse mares that requires no incisions.
Details: In an effort to develop minimally invasive, low-risk techniques for contraception and population control in female wild horses and burros, the experiment will evaluate two procedures, tubal ligation and hysteroscopically-guided laser ablation of the oviduct papilla in standing sedated females. For tubal ligation, the research team hypothesizes that a flexible endoscope inserted through a small incision in the vaginal vault will allow visualization of each oviduct in mares. Use of a diode laser or cautery instrument will allow effective fulguration followed by bloodless sectioning of the oviduct. This procedure should allow successful sterilization of up to 100% of female wild horses and burros gathered in any particular location as a single event. For the hysteroscopic procedure, the recipients expect to endoscopically visualize each oviduct papilla in standing, sedated, non-pregnant mares. A diode laser will be used to seal the opening between the oviduct and each uterine horn, thus preventing subsequent fertilization. The proposed procedures do not involve major surgery, are expected to have minimal complications while approaching 100% effectiveness, and when applied, are expected to result in a static to decreasing population level. Additionally, tubal ligation is a technique commonly performed in humans. The development of an acceptable sterilization technique will help control the population levels of wild horses and burros.


2. Tubo-ovarian ligation via colpotomy as a method for sterilization in mares

Summary: A two-year experiment to develop different surgical approaches for tubal ligation in mares.
Details: The overall goal of this experiment is to develop methodology for the safe, economical and effective sterilizationof mares via colpotomy (vaginal incision) to achieve: 1) ovarian necrosis / atrophy via application of a ligature to the ovarian pedicle and 2) simultaneous sterilization via tubal ligation (i.e., tubo-ovarian ligation). The project will help determine the effectiveness of a custom-designed instrument for placement of a polyamide (nylon) cable tie around the ovarian pedicle and oviduct of mares via colpotomy for tubo-ovarian ligation. The procedure, conducted in the standing animal under sedation and local anesthesia, is expected to induce permanent sterilization of treated mares. The researchers will assess any post-operative complications of the procedure in mares and the effects on the health of mares to determine long-term effects on the reproductive tract, the overall health of mares and the fertility of mares undergoing the procedure, and the feasibility of these procedures in pregnant mares.

3. Functional assessment of ovariectomy (spaying) via colpotomy of wild mares as an acceptable method of contraception and wild horse population control

Recipient: Oregon State University
Summary: A six-month experiment that will determine whether an existing accepted surgical sterilization procedure commonly used for domestic mares can be safely conducted on wild horses.
Details: This experiment proposes to conduct a large-scope investigation of the safety and practicality of spaying mares as a tool for wild horse population control. Specifically, the researchers will help determine whether ovariectomy via vaginal colpotomy can be safely and effectively performed on wild mares that have been selected for non-breeding status. Non-breeding horses could then be returned to the range to live out their natural lives without individually contributing to population growth. The proposed research effort is based on recent pilot studies that have suggested the potential for surgery-related health complications from ovariectomy in adult female horses is low (near 1%). When evaluating options for field techniques, spaying (ovariectomizing) mares as a population control method is not recommended unless it can be performed in a safe, practical, and effective manner. The results of this study will provide standardized, baseline outcomes for this surgical procedure which can be directly compared to other less invasive procedures being conducted and evaluated by the same research team.

4. Re-immunization of Free-Ranging Horses with GonaCon Immunological Vaccine: Effects on Reproduction, Safety, and Population Performance

Summary: A two-year experiment will focus on further study of Gonocon, an approved and labeled contraceptive vaccine for equids.

Details: This experiment will focus on the effectiveness of GonaCon as an immunological vaccine, with five objectives: 1) to begin to determine the optimum and most effective re-vaccination schedule with GonaCon vaccine for suppressing reproductive rates in free-ranging horses, the duration of effectiveness, and the return to fertility following treatment; 2) to determine the safety and physiological side-effects (if any) in feral horses following re-vaccination with GonaCon including visual assessment of general health, body condition, injection site reactions, effects on current pregnancy, and neonatal health and survival; 3) to determine the effects of GonaCon vaccination on the behavioral side-effects (if any) in free-ranging horses including quantitative assessment of the effects on daily activity patterns and social interactions; 4) to develop and test a safe and effective dart configuration and injection system for remotely administering GonaCon vaccine to free-ranging horses by means of a syringe dart; and 5) to develop a Bayesian model to forecast the consequences of different GonaCon vaccine treatments on feral horse population dynamics at THRO. 5. The Effect of Immunization against Oocyte Specific Growth Factors in Mares

Recipient: Colorado State University
Summary: A two-year experiment to develop a new, permanent contraceptive vaccine for wild horse mares.
Details: This experiment will focus on vaccination against two key proteins in wild horse and burro females, either alone or in combination, which may result in permanent sterility through premature oocyte depletion. The depletion of oocytes may occur by simply causing them all to become atretic prematurely and/or accelerating the process so that after a single season the mares and jennies have depleted their oocyte reserves. To test this hypothesis, the researchers will vaccinate mares against the proteins and track their sexual behavior, follicular growth, hormonal profile and ultimately total oocyte count over a two-year period. The long-term goal is to develop a vaccine that can cause permanent sterility after a single dose.

6. Electrospun delivery to enhance the effectiveness of immunocontraception strategies in equids

Recipient: Ohio State University
Summary: A four-year experiment that will attempt to develop a new delivery vehicle for porcine zona pellucida (PZP) – a temporary contraceptive currently used in some wild horse herds – that would increase the duration of the vaccine’s effectiveness.
Details: To reduce population on public lands, horse immunocontraception has largely focused on the use of PZP in free-roaming wild populations. The vaccine appears to act by stimulating anti-PZP antibodies that bind to the surface of the ovulated egg, preventing sperm attachment. While performance has been satisfactory, recent results have been associated with contraceptive efficiencies that are considerably less than 100%. The basis for this is unknown but is believed to be in part caused by delivery methods that require substantial heating during polymer vehicle fabrication, expose PZP to enzymatic fluids prior to entry into the bloodstream and allow gradual – not burst – release. Gradual release can potentially desensitize the immune system to the presence of PZP, resulting in inferior production of anti-PZP antibodies. Thus, an ideal delivery method would allow release of PZP in “bursts” at pre-determined intervals to assure constant immune stimulation. This project will seek to develop an electrospun technology that can allow long-term, ‘burst’ delivery of porcine zona pellucida (PZP) vaccines to the intramuscular environment of horses and burros to result in prolonged suppression of reproduction. For large-scale application, free roaming horses could be gathered in the field and processed through stock chutes for aging, at which time the implants will be inserted by trocar. The experiment will also carry out parallel in vitro and in vivo experiments to examine the potential of electrospun vehicles as immunocontraceptive carriers. An electrospun “universal delivery vehicle” will be developed to provide sustained release of effective levels of porcine zona pellucida (PZP) for immunocontraception over periods of at least three years. By careful design, fabrication and testing of two different electrospun designs, the researchers will create a comprehensive evaluation of this novel method of delivery.

7. The use of membrane disrupting peptide / peptoid LHRH conjugates to control wild horse and burro populations

Summary: A three-year experiment for the development of an injectable agent that would inactivate hormones and decrease female and male gonad viability.
Details: The experiment is a multidisciplinary effort aimed at developing novel drugs to control wild horse and burro populations. Several types of drugs consisting of conjugates of membrane disrupting peptides (such as Phor 21) with luteinizing hormone releasing hormone (LHRH) currently exist. These drugs (such as LHRH-Phor 21 conjugate) effectively target, bind to and destroy prostate, testicular, breast and ovarian cancer cells, as well as testicular and ovarian cells that control reproduction. LHRH targets the cell and delivers Phor 21 to the cancer cell or the reproductive cell in the testes or ovary and destroys it. Preliminary experiments suggest that administration of this drug by a slow-release delivery system will destroy the cells that control spermatogenesis in the male and follicle growth, oocyte development, ovulation and cyclicity in the female. Preliminaryresults also show that LHRH-Phor 21 targets and destroys gonadotropic cells in the pituitary gland. This indicates that cessation of reproductive activity is the result of both central control at the level of the pituitary gland and on receptor binding cells in both male and female gonads. The experiment will also assess the effect the drugs have on pregnant mares, both in early gestation and late gestation.

Through its partnership with U.S. Geological Survey (USGS), the BLM is undertaking important research aimed at delivering better methods and tools for managing wild horse and burro herds on public lands. These projects build upon on-going cooperation between the BLM and USGS that is implementing new methods to estimate wild horse and burro population size.

There are nine USGS experiments that have been approved or are on-going:
Collaring & radio marking (1 year): The aim is to develop safe GPS collars for tracking animals to determine habitat selection, movement ecology, population estimation, behavior, etc. GPS tracking might also help locating animals for contraceptive treatments.
Fecal DNA (genetics/population survey) (1.5 years): The experiment involves the collection and analysis of fecal DNA as a noninvasive method to determine genetic diversity and estimate population size.
Carrying capacity modeling (1 year): This experiment’s aim is to develop a coarse model to evaluate changes in animal carrying capacity in response to changes in vegetation production. The resulting model may help BLM to adapt plans in response to climatic change.

Mare Contraception -SpayVac Pen Trial II (5 years): This experiment will help determine the efficacy of alternative SpayVac contraceptive vaccine formulations that are potentially longer acting than conventional PZP vaccines.
Evaluating Behavior of Spayed Free-Roaming Mares (4 years): The experiment will determine the effects of spaying on behavior, interactions, and movement of spayed mares among a breeding herd. The study will also determine the population level effect on herd growth.
Evaluating Behavior of Geldings among a Breeding Herd (4 years): This experiment will determine any effects of gelding on behavior, movement, interactions and changes in habitat selection.
Two Sentinel Horse Herd Management Area (HMA) Demography Studies (2 studies, each of 5 years): These experiments will provide demographic data sets for use in new population models and serve as control HMAs for gelding and spayed mare field studies.
Burro Sentinel HMA Demography Study (5 years): The experiment will involve collecting data on the survival, fertility, fecundity, recruitment, movements, range use, habitat selection and social behavior of wild burros. These data will be used in population modeling.
The BLM has requested or is reviewing proposals for the following projects with USGS:
Evaluate the Use of a Silastic O-Ring Intrauterine Device (IUD) in Mares (4 years): This experiment will determine any effects on mare health resulting from the long-term presence of the silastic O-ring IUD. This IUD has effectively prevented pregnancy in domestic mares during one breeding season.
Burro Population Survey Method Development (2.5 years): This experiment will test two new population survey methods for wild burros. The existing simultaneous double-observer method, when applied to burros, tends to lead to underestimates of true burro population size.
WinEquus II – Population Model with Cost/Benefit Outputs (1.5 years): This experiment will develop a model that compares population modeling outcomes and projects the costs, benefits and expected population growth resulting from management actions that involve PZP, removals, spaying, gelding and other population growth suppression tools.
Testing Efficacy of Contraceptives for Female Burros (3-4 years): Contraceptive vaccines have yet to be used on wild burros due to limited research and unknown effects. This study will examine the efficacy of various existing vaccines.

John Cox: Brett, you’re a retired biologist, previously with the NSA for how many years?

Brett Hass: 46 long years John. We met in Vietnam, when we a lot younger my friend (smiles). We were doing wildlife and vegetation studies in your AO (area of operations). That was my first assignment with the NSA, as a matter of fact.

John Cox: Let’s cut through all of that. What do you think of Gonacon™ and some of the other fertility controls BLM is using?

Brett Hass: As usual, and as government agencies do and BLM and DOI are extremely guilty, they pretend that science guides its wild horse and burro management strategies. So the agencies involved go forth and resolve issues, supposedly, with experimental drugs–in this case GonaCon™. The question is, in reality, does it resolve anything at all, or is it simply to further experimentations with this drug and the wild horses the most expendable of situations currently?

The problem is very obvious, with the first-time use of an experimental drug, they act like children with a new toy–but this toy is extremely dangerous, to not only the horses and actually lead them to extinction, but the environmental consequences are apparently neglected entirely? (shakes his head negatively). . .

But let’s get real, the very absence of science contradicts any time of sound reasoning for its use whatsoever. So once again we have a government agency, using a Nazi-Type experimental fertility drug on horses and other wildlife–without knowing, or even acknowledging for that matter, what the long-term consequences are–or in perception–the problems that will arise in its actual use.

There is no resolution, as I reviewed the population situation and see first hand there is no over-population if wild horses just within the BLM numbers alone; but livestock, that is a completely different matter, in reality.

John Cox: In your appraisal of the information you’ve read, would you, as a tenured Wildlife Biologist for over 50 years, use this drug?

Brett Hass: Absolutely not! There is no pertinent reasoning to use it right now and especially on wild horses or much of anything else for that matter. Our wildlife and environment is simply too important to be so frivolous with such activity, especially an unknown situation, as fertility drugs used in our natural environment. But as you say, ignorance is quite something, and our government seems to portray ignorance quite well, and frankly the only situation they seem to be competent to accomplish.

Dear Public Servants at the BLM:

We represent thousands of supporters who love America’s wild horses in Wyoming and request you halt your plans to spay wild mares for the following reasons and others:

1.)  We object to using tax dollars to experiment on, forcibly drug with PZP, SpayVac® or Gonacon™ and / or sterilize America’s wild horses on the White Mountain herd management area located in Wyoming (http://www.blm.gov/wy/st/en/field_offices/Rock_Springs/wildhorses/whitemtn.html) or elsewhere.

2.)  We do not want federally protected wild horses to be used for research experiments using radio collars, devices in tails and spaying America’s federally protected wild mares. Research and Sterilization is a form of harassing wild horses. This is heinous and cruel. The public is outraged and they are calling for nationwide protests to bring awareness to this wrongful act against American wild horses.

3.)  Wild horses found in the White Mountain and Little Colorado HMA’s are not “excess” according to the Wild and Free-Roaming Horses and Burros Act of 1971. For example, there is only 1 wild horse per 6,000 acres in White Mountain. The BLM fraudulently inflates population growth (see: http://protectmustangs.org/?p=8551) and never performs a real headcount.

4.)  We support natural selection and we are against fertility control especially before reintroducing the natural balance of predation because America’s wild horses deserve to live on public land set aside principally but not exclusively for their use according to the law. Allowing more than 50 to 1 units of livestock to wild horses is unfair and goes against the 1971 wild horse protection act. We request you follow the law and give America’s wild horses and burros back all the public land you have taken from them since 1971.

5.)  Fertility control, such as spaying and/or PZP, will destroy the beloved White Mountain herd’s genetic viability, wreck havoc on their behavior and social structure–so therefore we are against it.

6.)  PZP sterilizes after multiple use and we do not want these wild horses sterilized by way of PZP either

7.)  Spaying to sterilize a wild mare can cause complications, infections and death. Even petMD advises against it. Below is an except from their article:

“Spaying a mare is a more complicated medical procedure than gelding, involving entering the abdominal cavity. Although there is more than one way to spay a mare, each resulting in the removal of the ovaries, the procedure tends to be painful and there can be scary complications, such as bleeding from the ovarian artery, which can be difficult to control.

More recently, many veterinarians elect to spay mares using laproscopic methods, which means using small incisions and inserting small cameras on the ends of lasers to view the ovaries and remove them. . .

. . . Then comes the question of population control, since I feel this is the strongest argument to spay and neuter dogs and cats. Although there is the problem of unwanted horses in the United States, you simply don’t have the hoards of stray horses roaming the streets as you do cats and dogs. Rare is the kid who comes in saying, “Mommy, look what followed me home. Can we keep this horse?” ‘

8.)  BLM has been inflating wild horse population estimates to justify removals and appears to be fleecing the American taxpayer. The Appropriate Management Level (AML) is a biased number favoring the livestock industry and does not represent the true carrying capacity for wild horses on public land. AML needs to be updated and management needs to be revamped to utilize the wild herds to reverse desertification. They are an asset.

9.)  Where is the accurate and detailed headcount to justify BLM’s claims of excess? Where are the videos and/or facial recognition photographs cataloguing each individual wild horse in the herd management areas to ensure no double counting occurs?

10.)  Tourists come to Wyoming from around the world to see the wild horses at White Mountain. They are easily accessible and inspiring. Experimenting on this herd or any other herd is wrongful, cruel and against the majority of the public’s wishes. Any claims you may eventually produce stating that you have not received thousands of hands off comments is a direct result of your poorly publicized proposal on a national and international level.

11.)  In 2011, we sent one of our founding board members to Wyoming to study the White Mountain wild horses because we are interested in this treasured and accessible herd. Here is a slide-show on YouTube of the White Mountain Herd before the 2011 roundup:

12.)  We want to be able to come to Wyoming to see, photograph, study and film the White Mountain and Little Colorado wild horse herds with foals exhibiting natural behaviors–without radio collars and other devices–and definitely not sterilized.

13.)  We are also against radio collars because they are dangerous for wild horses for various reasons including but not limited to hooves getting stuck in collars causing injury or death, EMF related sickness, stress inflicted on federally protected wild horses which lowers their immune system and makes them more susceptible to disease, etc. The public will hold BLM accountable for any injuries or deaths related to radio collars or any other assault on the bodies of America’s wild horses during experimentation that is being white-washed as “research” or “studies”.

14.)  I am making a documentary on wild horses and want to film the White Mountain and Little Colorado wild horses exhibiting authentic natural behavior. My documentary might end up being a series so I want to be able to come back to the White Mountain and Little Colorado herds to film them years later and document how the foals have grown up and joined their own family bands with foals of their own, etc. The public likes these sort of nature films.

15.)  The proposed roundups for your proposed spay research / experiment would contribute to global warming with all the motorized vehicles used. The environmental cost is too great for this proposed research. The Bureau of Land Management must take actions to reduce global warming–not contribute to it.

16.)  America’s wild horses are a native species having been returned to their native lands–if they ever all died out in the ice age. Fossil findings are pushing back the die out date. Now the theory of wild horses going extinct is being questioned. These are exciting times.

17.)  Wild horses contribute to the ecosystem, heal the land and reverse desertification. They must not be sterilized. America’s wild horses are a resource who must be protected in genetically viable numbers to ensure survival–especially with environmental challenges ahead of them.

18.)  The public is outraged about the BLM’s proposal to research and experiment on the White Mountain herd using Little Colorado as a control group. It’s clear the American taxpayers don’t want their tax-dollars to be used for cruel roundups destroying family bands, engaging in experimentation, sterilization and birth control assaulting their right to freedom. We officially ask you to immediately stop your proposal to spay the White Mountain herd which you allege is research. Americans and citizens of the world do not want iconic wild horses of the West to be used as laboratory test animals.

URGENT: Petition to stop violent wild horses roundups and stop sending them to slaughter!

Loopholes allow the BLM to sell thousands of wild horses to slaughter middlemen known as kill buyers to dispose of alleged “excess and unadoptable” American wild horses and this must stop now! Slaughter is cruel and inhumane.

Roundups are the first step towards slaughter.

Craig Downer published the peer reviewed paper titled The Horse and Burro as Positively Contributing Returned Natives in North America.

According to a press release from National Academy of Sciences (NAS) released June 5, 2013, “The U.S. Bureau of Land Management’s (BLM) current practice of removing free-ranging horses from public lands promotes a high population growth rate, and maintaining them in long-term holding facilities is both economically unsustainable and incongruent with public expectations, says a new report by the National Research Council.”

The NAS report states there is “no evidence” of overpopulation. Only tobacco science and spin backs up BLM’s population claim to justify roundups and fertility control/sterilizations. . .

Giving PZP to wild mares also results in foals being born late in the fall or winter and dying because they are too little to make it through a harsh winter.

Fertility control research trials are big business. Left unchallenged, wild horses and burros will continue to be lab rats for human fertility control research. This exploitation must stop!

We request an immediate halt to roundups for scientific population studies and studies on holistic management before it’s too late.

Wild horses are a returned-native species in America. Rounding up federally protected wild horses and burros has been documented as cruel. Warehousing them for decades is fiscally irresponsible. Sending wild horses to slaughter by selling them to middlemen is cruel and inhumane. Clearing wild horses and burros off public land–for industrialization, fracking, grazing and the water grab–goes against the 1971 Free Roaming Wild Horse and Burro Act put in place to protect the living legends of the American West. They must never go to slaughter.

We request you defund and stop the roundups immediately as well as reverse the Burns Amendment to stop unlimited sales of wild horses to slaughter.

There is no accurate census and the BLM figures do not add up. We request population studies for each herd management area (HMA) and each herd area (HA) because we are gravely concerned there are less than 18,000 wild horses and burros in the 10 western states combined. More roundups, fertility control/sterilizations and sales to slaughter will wipe them out because the majority are no longer genetically viable herds.

Wild horses are underpopulated despite spin from the forces that want to perform heinous sterilizations in the field. Humane fertility control could be looked at as an option only after scientific population studies have been conducted for each herd management area. The EPA approved restricted-use pesticides known as PZP and Gonacon have risks as do other drugs . . . Right now fertility control is premature, will destroy natural selection and could cause harm because wild horses are underpopulated in the West.

Field observers have noticed a worrisome decline in wild horse and burro populations since the BLM’s rampant roundups from 2009 to this day.

Kindly allow returned-native wild horses and burros to reverse desertification, reduce the fuel for wildfires and create biodiversity on public land, live with their families and inspire us with their spirit.

Right now America’s wild horses and burros are being managed to extinction. They need your help to stop the roundups and slaughter today.

Ms. Wilder is disinformed. PZP does not “cause eggs to reject sperm.” That hypothesis has been disproved. PZP is a registered pesticide whose mechanism-of-action is to cause auto-immune disease. PZP tricks the immune system into producing antibodies that target and attack the ovaries. PZP’s antibodies cause the mare to suffer ovarian dystrophy, oophoritis (inflammation of the ovaries), ovarian cysts, destruction of oocytes in growing follicles, and depletion of resting follicles. Not surprisingly, estrogen levels drop markedly as the ovaries are slowly destroyed. But PZP’s adverse effects are not limited to the individual animal. As a recent study — which included the Little Book Cliffs, Colorado herd and the McCullough Peaks, Wyoming herd — found, PZP extends the birthing season to nearly year-round. Out-of-season births put the life of the foals and the mares at risk. Further, the same study disclosed that the pesticide causes a delay lasting 411.3 days (1.13 years) per each year-of-treatment before mares recover their fertility after suspension of PZP. However, some mares never recover — they are left permanently sterile, and quickly too. Indeed, yet another study found that sterility could occur in some mares from just three years of PZP injections or from just one treatment if the pesticide were given to a filly before she reached puberty. Because PZP messes with the immune system, it ironically works “best” — sterilizes faster — if the mare has a strong immune system. But, conversely, PZP may not work at all in mares whose immune function is weak or depressed. So, the pesticide discriminates against the very horses that Nature has best equipped for survival against disease while favoring and selecting for the immuno-compromised. Worse yet, tests performed via radioimmunoassay indicated that PZP antibodies are transferred from mother to young via the placenta and milk. The transferred antibodies cross-react with and bind to the zonae pellucidae of female offspring, as demonstrated by immunofluorescent techniques.

But there is no need for PZP or any other population-reduction measures. BLM’s wild-horse overpopulation “data” is a fraud. Reviews of BLM’s year-to-year growth-estimates for various herds disclosed biologically-impossible growth-rates. For instance, just recently in Oregon, BLM claimed that the famous Kiger herd’s population grew from 21 horses to 156 horses in just four years — an increase of 643%. Stealthily inserting bogus birth-rates into the data, then wrongly equating the birth-rate with the population growth-rate, and failing to factor in the mortality-rate — that is how BLM creates the false impression of a population-explosion. Another ruse BLM employs is restricting maximum herd-size below minimum-viable herd-size. Then, whenever a herd is made to appear — via false figures — to exceed the arbitrary management level, BLM screams “excess!” and declares an immediate need for mass-removals and sterilizations. It should be noted that more than 70% of the herds are “managed” below minimum-viable size, including Spring Creek Basin.

Save the young victims of the cruel experiment!

Wild foals captured from the Water Canyon portion of the Antelope Herd Management Area in eastern Nevada are up for adoption. They are the victims of a roundup to EXPERIMENT on wild horses with GONACON™. Nine weanlings and two yearlings are being held together at the National Wild Horse and Burro Center at Palomino Valley, north of Reno, Nevada. They need to be saved now and hopefully in pairs because this is so painful for them to have lost their families!

The wild horses are available for walk-up adoption from 8 a.m. to 4 p.m., Monday through Friday, and 8 a.m. to 2 p.m., Saturdays. All of the horses have received vaccinations and their bloodwork is completed. Brand inspections will be performed and health certificates issued on all adopted horses.

The GONACON™ EXPERIMENT is being humane-washed by the Bureau of Land Management (BLM) and their partners. They are perpetrating the overpopulation myth when in truth America’s wild horses are underpopulated. In their experiment they are releasing only a fraction.

Do people realize what they are signing and supporting when they sign petitions put out by the American Wild Horse Preservation Campaign? Are they reading the whole document or just reading the first paragraph and clicking quickly to add their name?

Why did the BLM take the Spin Dr.’s push for fertility control and turn it into an EXPERIMENT with GONACON™?  It’s a slippery slope when “advocates” partner up with BLM for fertility control . . . American herds are becoming nonviable and will be wiped out.

GONCACON™ is an immunocontraceptive that Big Pharma calls a “vaccine“. Yet fertility is not a disease so calling it a vaccine doesn’t make sense. GONACON™ like PZP is an EPA  restricted use pesticide (see photo below). The BLM and their supporters are experimenting on America’s wild horses because the Feds see them as PESTS and want to dispose of them slowly . . . They hope the public won’t realize what’s happening.

Now it’s clear that some alleged “wild horse advocates” pushing fertility control, like PZP and GONACON™, are helping BLM not wild horses.

A research project north of Ely will look at maintaining a stable wild horse population using a contraceptive. The goal is to treat mares with Gonacon, a commercial contraceptive, and then watch them over several years to make sure the project mares do not produce foals.

Jeanne Nations is a volunteer project coordinator who lives in the area, frequently visits the horses and knows most by sight. She will handle the on-site adoptions and help Ben Noyes, in charge of the project, and the Wild Horse Specialist in the BLM Ely District Office. Jeanne said if this research is successful, she hopes it could help other areas provide a more humane way to keep wild horse populations under control.

The Northeastern Nevada Resource Advisory Council recently visited the project site, after submitting a letter to the BLM’s Wild Horse and Burro Program supporting Jeanne’s project.

The research site is north of Ely, on a narrow strip of public land 12-15 miles long between U.S. Highway 93 and the Schell Creek Range. A fairly isolated group of 66 wild horses currently live in this part of the Antelope Herd Management Area, which has 803 wild horses with an Appropriate Management Level of 324. The nearest other wild horses to this project area are over the mountains to the east.

Trapping has begun and Ben has gathered 35 horses so far. All the rest of the area horses will be trapped this fall. Ben feels he can capture all the area horses using water and bait trapping but will use other techniques if needed.

While the last few members of the Council were visiting the trap site, seven horses came into the trap to eat hay and drink water, showing they are quite comfortable with the trap.

About 30 horses will be part of the project, with the rest removed from the area. It is hoped on-site adoptions will take most of the removed horses but any remaining will be taken to holding areas. People interested in adoption can email Jeanne at jnphotography@hughes.net.

The project horses kept on the site will consist of 15 stallions and 15 mares, having an assortment of ages. After capture, mares will be treated with Gonacon and freeze branded. DNA samples will be collected from all horses. The problem then is the mares must receive a booster 30 days later, so all mares and some of the stallions will be kept in holding pens.
After the 30 days, the horses will be released back into their home range. Ben feels the horses should have no problem re-habituating to their open range after a month of daily hay and abundant water.

Ben and Jeanne will keep an eye on the mares and watch them for pregnancies. The mares will need to be gathered again in two years to receive another booster.

There is a good chance the project mares are now pregnant and will produce foals the first year. However, these treatments should keep the mares from becoming pregnant again during the length of the project. After the project ends, it is hoped the mares will then become pregnant. Other horses may cross the mountains to join this group but they will not throw off the research since only the branded mares will be watched.

Behavior Changes not Considered in Past Studies

Research indicates the long-term horse contraceptive, porcine zona pellucida (PZP), extends the breeding season in wild horses, raising concerns over the social consequences of the drug on herds.

PZP, which is derived from pig eggs, is increasingly being used in wild horse herds in the United States in a bid to slow down the growth in numbers.

Research published in the open-access journal, PLos ONE, reported on a study of wild horses living on Shackleford Banks, in North Carolina, covering four years before contraceptive management to eight years after contraceptive management with PZP.

The Princeton University researchers studied the foaling data, and found that since the contraception programme began in January 2000, foaling has occurred over a significantly broader range than it had before the programme.

“For a gregarious species such as the horse, the extension of reproductive cycling into the fall [autumn] months has important social consequences, including decreased group stability and the extension of male reproductive behaviour,” the researchers wrote.

“In addition, reproductive cycling into the fall months could have long-term effects on foal survivorship.

“Managers should consider these factors before enacting immunocontraceptive programmes in new populations. We suggest minor alterations to management strategies to help alleviate such unintended effects in new populations.”

The authors noted that while physiological effects of PZP had been well studied in horses, little was known about PZP’s effects on the scheduling of reproductive cycling.

They said recent behavioural research had suggested that horses receiving PZP extended the receptive breeding period into what is normally the non-breeding season. Their research into the Shackleford horses suggested this was the case.

Their study data centred around 65 births from 45 mares in the four years before PZP’s use by the National Park Service on the Shackleford horses, and 65 births from 45 mares following its use.

The researchers, Cassandra Nuñez, James Adelman and Daniel Rubenstein, from the university’s Department of Ecology and Evolutionary Biology, noted that immunocontraceptive management has become increasingly popular as culling programmes were seldom well-received by the general public.

In wild horse societies, the harem is the core social group, consisting of usually one, but sometimes two or three harem males, one or several females, and their offspring.

Harem males will sometimes fight to acquire mares from other groups, but stallions almost always retain their mares.

In temperate environments, food availability is lower during the fall and winter months and free-ranging horses will alter their activity to maximise food intake and reduce energy costs. Mares are typically not ovulating at this time and sexual behaviour in males is largely absent.

“On Shackleford Banks, increased reproductive behaviour in the post-breeding season by mares has resulted in increased male attentiveness,” the authors noted.

“Such behaviour (by males) has been shown to restrict the movement of females, thus reducing their grazing efficiency.

“The occurrence of this behaviour during a time of year when animals typically increase group spread to acquire adequate forage, represents a change in behaviour fundamental to the animals’ survival,” the researchers said.

“Offspring conceived during the post-breeding season are likely subject to decreased resource availability as lower quality forage can affect mares’ ability to produce sufficient milk.”

The researchers said breeding in the Shackleford herd normally occurred from March through August, with most births occurring in April and May.

“After contraception management, foaling occurred over a broader range of months than before contraception management,” they noted.

On average, current PZP recipients gave birth 3.36 months later than did pre-contraception mares.

Mares that had received PZP earlier in their lifetime, but not during the year of conception (prior recipients), gave birth 0.90 months later than pre-contraception mares on average.

Non-recipient mares that never received PZP themselves, but gave birth after the general population was managed with PZP, gave birth 1.01 months later than pre-contraception mares on average.

This translated into current PZP recipients giving birth 2.34 months later than non-recipient animals and 2.46 months later than prior recipients.

“This study provides the first evidence that mares treated with PZP can extend ovulatory cycling beyond the normal breeding season.

“This suggests that populations of wild ungulates can vary in their response to similar contraceptive treatment. Careful consideration of baseline population dynamics should be made prior to treatment in order to fully assess possible PZP effects.”

They continued: “Because feral horses are highly social, such changes can have cascading effects on other group members and throughout the population.

“Our research has shown that after contraception management, PZP recipients both attract and initiate more instances of reproductive behaviour and are more often the harem male’s nearest neighbour during the fall/winter, indicating that group spreads are reduced.

“Such changes represent an increase in energy expenditure and a potential decrease in nutrient intake during a time of year when sufficient energy reserves are at a premium.

“Moreover, early foal development in unmanaged populations typically occurs during the spring and summer when resources are plentiful. Offspring born in the fall/winter months face nutritional and thermoregulatory challenges not experienced by their counterparts born during the normal foaling season, potentially making developmental benchmarks difficult to achieve.”

They noted that such predictions are not consistent with data from Assateague Island, where a study of mares showed increased survival, only minimal physiological side effects, and no behavioural or demographic changes.

“In addition, foal survival does not differ between foals born in or out of the normal foaling season. However, on Shackleford Banks, recipient mares change groups more often, elicit and receive more instances of reproductive behaviour, and receive more harassment from harem males.

The overpopulation myth is dangerous

Recently France TV 2 came to the American West to report on the “problems” caused by the “overpopulation” of wild horses. Someone either fed them the story or they did a little research on Google about American mustangs and found the Bureau of Land Management’s (BLM) authoritative spin, vast website and their new America’s Mustang campaign to get their overpopulation message out, couched with pretty pictures and enticing video footage of huge herds running, helicopter roundups, etc. making news reporting easy. What foreign journalists would think the BLM is lying about wild horses chasing cows away from water sources when they have so much “factual” material out there to back up their position that there are too many wild horses?

Wild horses reproduce too fast, a problem for the American West

The United States prohibits mustang slaughter but the same authorities want to limit their number to 25,000 although there are already 50,000 on the land

Mustangs are no longer welcome in the American West. Federal authorities ring the alarm for the overpopulation of wild horses on the land. There will be 150,000 in five years if nothing is done to stop their expansion. A bigger problem than the horses reproducing quickly and devouring everything on their path, according to the administration, is what is creating conflicts with certain ranchers.

2,000 horses were removed in 2015, an insufficient number

The Unites States prohibits slaughtering mustangs, but the same authorities want to limit their number to 25,000 but 50,000 mustangs are on the land. The ranchers who share the land with the wild horses won’t tolerate limited access to water sources in areas invaded by wild horses. The mustangs chase off their livestock.

In total, 2,000 chevaux were gathered in 2015, an insufficient number to reach the fixed objective, but the animal defenders call the process barbaric. Different methods have been launched without results, and that’s pushing the federal authorities to propose an award of one and a half million dollars to find a long lasting solution for the wild horse problem.

BLM’s spin dominates news report

Sadly the myths reported as truth in the France TV 2 news report were not countered effectively and the good counter points ended up in the trash. The journalists interviewed BLM staff on the range. They met with ranchers who push the overpopulation myth and are pro-slaughter–including Callie Hendricksen. They interviewed Carol Walker, photographer,  legal plaintiff and board member of Wild Horse Freedom Federation at a watering hole with a lot of mustangs. The journalists reported on training at a prison program with failed adoptions being the undertone. France TV 2 seems to have heard from all sides of the issue to be fair but who were their handlers? Was it Callie Hendrickson or BLM’s staff over at their America’s Mustang campaign? The news editor crafted the story from the materials shot in the field resulting in the BLM and pro-slaughter viewpoint out in front. The whole story focused on the alleged overpopulation of wild horses in a country that prohibits slaughter with the feds offering $1.5 million to whoever find the lasting solution for population control. Sounds like the BLM pitched this story to push their heinous agenda.

The French report shows the advocacy where we are losing the battle. . . We are split. . .  A portion of the advocacy is supporting the overpopulation myth and offering solutions to the false problem. Are there really too many native wild horses left in the wild?

Overpopulation must exist to justify radical zero growth fertility control measures such as PZP, castration, field spaying and slaughter

When wild horse groups support BLM’s overpopulation myth–with advocates pushing PZP as the “solution” to the “problem”–the overpopulation myth gets stronger and is eventually seen as truth. Reporting on myths as truth is a tactic used to sway public opinion–the second largest super power according to the President of the United States.

If we don’t all stand up to disprove the overpopulation myth then slaughter, sterilization and cruel roundups will be the end result.

PZP, made from slaughterhouse pig ovaries, is used for slow extermination because science proves it sterilizes after multiple use while the general public doesn’t notice. It’s a way to manage them to extinction, period. Proponents of the one foal only policy are jeopardizing survival of the species. What happens when the mare is sterilized through PZP applications and her “one foal” dies in the wild?

BLM has no accurate head counts of wild horses. The National Academy of Sciences stated in their 2013 report that there is “no evidence” of overpopulation, period.

Time to stand together

It’s time for all advocates to come together to protect wild horses. Together we are a mighty force for the wild ones.

I challenge all group leaders and advocates to put aside personal differences, break their contracts with BLM and agree to fight together to protect America’s wild horses for once and for all. Together we can do this.

Government cannot rely on a five-year-old environmental analysis that ignores allegations of pesticide dangers

RENO, NV (February 11, 2015)—U.S. District Judge Larry Hicks has granted Protect Mustangs and Friends of Animals a motion for a preliminary injunction to stop the Bureau of Land Management’s (BLM) roundup and permanent removal of 200 wild horses in the Pine Nut Herd Management Area (HMA) and the roundup of another 132 wild horses so that an estimated 66 mares can be given the drug PZP, an EPA approved pesticide, as a form of birth control. These wild horses belong to the most famous horse herd in NV–the one featured in The Misfits starring Clark Gable and Marilyn Monroe–which helped pave the way for the Wild Horse & Burro Act of 1971. This herd now faces possible obliteration, despite the Act and advocates are fighting to stop a travesty with attorneys Michael Harris and Jennifer Barnes from Friends of Animals Wildlife Law program and attorney Jennifer Spencer from Cavanaugh-Bill Law Offices in Elko, Nevada

“Today is a milestone for America’s wild horses who have been scapegoated for range damage and forcibly drugged with PZP in experiments for decades,” states Anne Novak, executive director of Protect Mustangs based in San Francisco. “They should never live in zoo-like settings on public land. That’s not freedom. Wild horses are a native species who contribute to the ecosystem. They belong here.”

Hicks said that with the proposed Pine Nut roundup, which was slated to begin Feb. 20, 2015, the BLM has failed to satisfy the National Environmental Protection Act (NEPA) and other federal laws that are applicable.

“Accordingly, the court finds that the public interest will be best served by enjoining the BLM’s proposed gather, at least until the court has an opportunity to fully consider the merits of plaintiffs’ claims,” Hicks said.

“We are delighted that the Court agreed with Friends of Animals and Protect Mustangs that BLM is obligated to fully evaluate under NEPA each and every proposed round-up,” said Michael Harris, director of Friends of Animals’ (FoA’s) Wildlife Law Program. “In relying upon a stale Environmental Assessment from 2010, BLM has not met its duty to fully inform the public about the impacts associated with its plan to permanently remove more than 200 wild horses from the Pine Nut Range, and to dose dozens of mares with the fertility drug PZP. It is time for BLM to evaluate the harsh reality that PZP has long-term detrimental effects on wild horses.”

“I would say this is a major victory for wild horses and reflects rising concerns about rounding up and drugging wild horses with PZP,” added Jennifer Barnes, staff attorney with FoA’s Wildlife Law Program.

“I’m grateful that the wild herd I’ve been studying for 50 years has received justice in federal court today.” Craig Downer, director of ecology and conservation at Protect Mustangs. “This is an opportunity to prove our case to restore the herds.”
